I have divided Part II, Chapter 9 into sections a and b because of the length. Winston finally begins reading the forbidden book by Emmanuel Goldstein, The Theory and Practice of Oligarchical Collectivism.

The part about how continuous war exists between Oceania, Eurasia and Eastasia is fascinating, especially how it describes the purpose of this conflict as the deliberate use of the means of production to build armaments that will either be destroyed or become obsolescent and as a way of keeping the population enslaved at home. “War is Peace” because continuous war is like peace; it is merely an exercise in state control, and no one ever expects to win or lose in the end.
